This Update had affect on 11.8 % of search queries. This update target those sites which were earlier not affected by this update and decrease their rank on SERP ( Search Engine Result Page)
This update had influenced on 1.2% of English Search Queries.
Google Penguin 2.0: May 22, 2013
This
was a technically more advanced version of the Penguin algorithm, which changed
its impact on search results.
Penguin 2.0 involved about 2.3% of queries in English, as well as other languages proportionately.

It was observed that Penguin 2 Updates target only those sites which used blackhat techniques but this update i.e Penguin 2.1 update target web spam, it looks deeper and target those sites that buy paid links to increase website rank .

Although
this is an important update, it is actually another update of the data;
allowing people affected by previous updates to emerge and recover, while many
others who continued to use spam link practices had an impact.
It has been observed that this update affected less than 1% of search queries in
English.

2016
Nearly
two years after the 3.0 update, the latest update of the Penguin algorithm has
been released.
The
most important change with this iteration is that Penguin has become a part of
the main algorithm.
When
the algorithm transcends to become a part of the Google Core Algorithm, it does not mean that
the functionality of the algorithm has changed or can change dramatically
again. This means that the perception of the algorithm by Google has changed
and not the algorithm itself.This Penguin Update instead of punishing sites with lot of link spam started devaluing bad quality links
